Set the approved flag when merging extracted files

It would be nice to have an option when back processing the data so that
all the translations is marked as "approved" in the merged files that have
an equivalent flag (like PO and XLIFF and TS).

Actually, better would be to also have a way to mark as approved only the
entries for which the exported XLIFF has the approved flag set.
