MIF Filter: extract TextLine statements

This was already mentioned in the scope of the issue #912.

As gradual improvements sound much more attractive from the development point of view, this issue is created to cover the text lines extraction.

Additional documents are also available for considerations (attached). The UIs are the following.

Anther document was added with graphic frames (they do not have ID statements but the FrameType ones with NotAnchored values).
