Make net.sf.okapi.filters.xliff2.XLIFF2OkpToX2Converter#handleEvent public

Hi guys,

do you see any inconveniences to make the net.sf.okapi.filters.xliff2.XLIFF2OkpToX2Converter#handleEvent method public? This method is quite handy (as is the whole converter!) and it would allow developers to write their custom Xliff2 filter writers more easily, in particular, the initialization of your own custom net.sf.okapi.lib.xliff2.writer.XLIFFWriter?
