Messages 3.1.2.1.2 Format for id_token member (Normative)

Spec says "It MAY include "claims", "format", "locale". The structure of these members is the same as that for the "userinfo" member."

But section 3.1.2.1.1 (about userinfo member) says "The "format" member of the "userinfo" object is used to specify the requested format of the UserInfo endpoint contents."

How should this be interpreted?
