Basic, Messages, Standard - NIST 800-63-1 FINAL

NIST 800-63-1 is now final. We need to update the reference in Basic to refer to the final version.

Also, oddly, this is referenced in Basic but not in Messages or Standard. Please also copy the 800-60 relevant text to the appropriate places in Messages and/or Standard, since everything in Basic should be in one or the other of these specs.
