This SHOULD be specified if the client is requesting a pairwise identifier type.

This MUST be specified if the client is requesting a pairwise identifier type, and has registered multiple hosts in redirect_uris.

This is specified in Messages 2.1.1.1.1 but could be clearer in registration.

Rationale clarifying why this is needed would probably be useful. Maybe this should go in Messages where the pairwise identifiers are defined.
