There seems to be merit in the suggestion. Mike will make a proposal.

I propose to move 2.1.1.1. User Identifier Types to be before 2.5. Claim Types. It would become 2.5 and the current 2.5 would become 2.6. This would seem to be more parallel than the current structure.
