Messages - (ed) 2.3.2 Userinfo Response - Make a new top level section called Standard Claims

Currently, the 2.3.2 Userinfo Response section actually describes the claims and their syntax. It used to be that only Userinfo endpoint returned these claims, but now it is not true. Therefore, I propose to create a new top level section called "Standard Claims".
