Registration - 4.1 Remove client_id parameter

Current text still says that a client must pass "the client_id value as a query parameter", but this is not the client's responsibility. Should remove the last phrase from the paragraph so that it reads:

To read the current configuration of the Client on the Authorization Server, the Client makes an HTTP GET request to the Client Configuration Endpoint with the Registration Access Token.

Most of this was taken care of in #776 but this spot seems to have been missed.

Fixed #803 - No longer use "client_id" query parameter.
