Currently, it is:

Assertion

A set of Claims about the End-User that are attested to by the OpenID Provider and Resource Servers.

Change to

Assertion

A set of Claims that are attested to by an Issuer.

Issuer

An Issuer is an Entity who issues an Assertion.

Issuer Identifier

A verifiable identifier of an Issuer. An issuer Identifier is a HTTPS URL with no path component.
