Old links to part 1 / part 2 in git repo no longer work

https://bitbucket.org/openid/fapi/src/master/Financial_API_WD_002.md is a 404 now, since https://bitbucket.org/openid/fapi/pull-requests/256

I believe as per the intent around https://bitbucket.org/openid/fapi/pull-requests/183/delete-not-currently-maintained-specs/diff#comment-169118704 we want any links people may have to the spec to remain valid; if we don’t want to keep the document in this location we should at least have a placeholder document that offers people links to relevant places.
