FAPI2 Baseline has two copyright notices

https://openid.net/specs/fapi-2_0-baseline-ID1.html has a copyright notice in section 1.1 and in appendix A. They appear to be at least superficially identical.

I presume we only need one of them.

Remove duplicate copyright notices

Some specs have two seemingly identical copyright notices, one near the start and one in the appendix.

Remove the one near the start as having it in the appendix seems to be how the published OIDF specs normally do it.
