Part 2: Improve wording around holder of key requirement

I had to read this clause about 3 times before figuring out exactly what the actual requirement was - I think this rewording makes the intent clearer.

I'm removed the words "for write operations" from the end of this clause, as it is within a section of clauses that all only apply to write operations.
