Neither Alice nor the custodian need to have access to the actual information. This is only about the ability to grant access to the information to Alice’s care provider.
Alice is not the custodian, and the custodian is not Alice, but they do have identical permissions.
It is important in this use case to solve the multiple portals problem. The authorization server should be a single point of contact for Alice and her custodian. It should make delegation as easy as possible.
We should not be limiting our work to what current policy does not allow. Delegation is in scope for the working group, and for parts of this use case. However, delegating delegation rights is out of scope for this use case.
