Executables don't work on Windows without .py suffix

OpenREM executables to extract data and import it to the database don't work on Windows until that have a .py filename suffix. Currently there is no dot suffix.

- no problem with a fresh install
- Existing installs have the scripts replaced as expected, but will need to edit any scripts that call them...
