Enable export of data for manual openSkin calculations

If the calculation fails an error message is shown, but the link to export data for openSkin is not shown.

When calculation is successful it is sometimes useful to be able to export the openSkin data.

Added export link for data to manually use with openSkin to rfdetail when display is successful and also when it fails. This download link is currently only displayed when an OpenREM administrator has switched off skin dose map calculation. References issue #638
