Fix fabric deploy scripts for dev/testing Python 3

New version of fabric to play with, changes required: http://www.fabfile.org/upgrading.html#upgrading

dev.openrem.org is up to date, but pipeline to automatically update currently commented out.

testing.openrem.org needs manual update before doing the same - see issue ref #813
