I’ve just worked my way back through the code history; and the filter was there in the first Bitbucket commit in January 2014…

@Ed McDonagh you hadn’t misunderstood: I had somehow missed the fact that this filter was already there. I’ve renamed the issue now to something else that I need to do that is related.
