Task is scheduled even when quota is reached

Scenario: 1. Set RAM quota to 30m 2. Run tasks to exceed quota 3. Run one task with RAM requirement of 1Gb

Actual result: task is scheduled and ran

    Closes #71, if quota had not entries some days (holes for duration), quota usage calculation stopped, not calculating values for other past usage.
