Building 1.11.3 without SSL3

Build fails if using LibreSSL (and presumably OpenSSL with SSL 3 disabled)

Attached a patch. Two files patched.

One fixes the build issue I believe correctly - it's the same way the SSL 2 disabled issue is already fixed.

The second allows for disabling a test. It probably is not the right way, it allows creating an environmental variable that causes the test to be skipped when it probably should detect if it should be skipped.
