MatNestGetISs

Hi,

I need to use MatNestGetISs and it seems not available in petsc4py.

I can add it and create a PR but I need to know where to add this function. Is it in Mat.pyx ? The problem is that this function will only work with MATNEST type.

Yes, it should go in Mat.pyx, under the Mat class. You should name the new method getNestISs(). I would suggest to start your PR from the maint branch.
