PetscViewFromOptions() checks are expensive

We need to put in an industrial strength string comparison. What we do now is slow, and can impact codes which do many small solves.

Well, a hash table for options seems to be the obvious things to use, right? We could we something similar to the "compact dict" implementation in Python 3.6+, so we can reuse our khash-based integer hash tables to indirectly address an array of key/value entries.
