Quanttools change locale breaks R environment

my R environment is using utf-8 locale setting, but after using Quanttools, R locale changed and breaks many other codes (because they're utf-8 encoding). quanttools R/onLoad.R always change LC_ALL to C in R/onLoad.R, does that mean Quanttools can't work with other locales ? git log shows these lines is added for ''get finam data linux 'invalid in this locale' fixed" (0b1a1b) , but latest commit 44122 "get_finam_data set symbol map encoding according to OS" seems do some similar things, does that mean change locale in onLoad already needless ?

Fixed Issue #29. On Windows run Sys.setlocale( category = "LC_CTYPE", 'Russian_Russia' ) to allow cyrillic text search.
