Add a Python API

Right now, nfer supports an R API, but honestly who uses R? Statisticians, that's who. Not really the target audience for nfer. Let's support Python, which is used extensively by the sort of programmers nfer is targeting. As an added bonus, Python support would allow us to build a tighter integration with Palisade (another RESL project) and drop the nfer-redis target, which feels mighty hacky.

I am calling this done. It is not well tested, but the code is there and it is documented.
