this is caused because the pie chart logic in row-col-chart creates a series from the label data as well as from the row totals. Normally this series does nothing, because the values are alpha - but in RMI, the district label are numerics, so e-chart will chart them.

Mystery solved.

The solution is indirect - making the column header in the generated row totals ROW_ID, not ‘row’. ROW_ID is treated as a special value to ignore when generating series from the data table.
