Upgrade Epplus

Brian Lewis repo owner created an issue

From Version 5, epplus changes its licence conditions so for our open source environment we will always stay with version 4. All the uses we have for manipulating Excel ( census workbooks, uis survey, table / pivot table reporting ) are supported in this version.

The last version 4 is 4.5.3.3

Upgrade to this version.
