Uis Survey - populate sheets A12 and A13, with audit

Sheet A13 will be populated from the “raw” xml fields ssData and ssWashData on the SchoolSurvey record.

Therefore, this data will need to get retrospectively populated from the workbooks ( esp Washdata, which is quite recent).

There is a REST endpoint api/censusworkbook/savexml/<fileID> that will do this - it needs to be invoked for each distinct fileID used in ssSource field .

Resources and WASH data from annual census (whether workbook or polymorphic aggregate format) need a place in the warehouse as data staff are always looking and asking for this.
