if Completed = N treat as a repeater; ie grade same as last year From=Repeater
if Completed = Y or balnk teat as promotion; grade is advanced by 1 From=Transferred In EXCEPT when promoting from ECE

In the end, these defaults are “best guesses” designed to ensure best data integrity and minimise the workload of completing the census workbook. The better the information provided, the better the result will be the following year.
