Odd missing data in exams tables

Some schools do not have a district code and district when they actually have one configured. I think this may be related to the following view which is a base for many other tables/views of the whole exams module.

The thing is, a couple of schools participate in exams and have exams data so we created those schools. They were not previously there as it would seem no census rosters are being collected for those schools. They peculiar schools end up in DimensionSchoolSurvey and but get when doing joins in best available surveys.
