Question: Inservice calculation

All the teacher inservice data seems to come from this bit of code here. Is look like it only looks in the TeacherTraining table. But the below does not seem to take into consideration the type of qualification (in country certification or a qualification with codeTeach and codeCertified set to true).

Nor does it take into consideration any data from annual surveys. Say if there is both the certification and year of certification we can draw this conclusion.

add a flag to lkpTeacherQuals to indicate that its an Inservice teacher training course (e.g. a workshop)

Also, there is no need to take into consideration the highest ed certification/year data from the annual census workbook for in service. Only using the codeInservice flag set in lkpTeacherQuals.
