Bad gender in ExamCandidate

Check where this bad gender data is allowed to come in and stop it. Probably in pExamWrite.LoadSoeExam.

Gender is treated as invalid if the first char is not F or M, If it is F or M , assume we are just dealing with a typo.

case insensitive handling of column Gender (ie GENDER) and also supports Sex (case insensitive) for gender column.
