Automate student deduping

Automated deduping will dedup records where name, DoB, gender and card ID all match, and where there is no conflict in enrolments (ie no enrolments in the same year).

After iterated applications on FEDEMIS data, all records meeting the conditions above have been deduped.
Commit also includes some cosmetic changes to surveys display in the Deduper - in particular, fix bug not showing class level, and provide links back to the full student records.
