Better handling of transferred out to International students

When rolling over some students end up with no schools as shown below.

When looking at a few of those students from the previous year it seems these would be cases where students are said to have Completed: No and Transferred out to International. I think this use case should just not have the students as part of the next year rolled over workbook.
