Update error message for cloudfile duplicate

There is another circumstance the following can happen. We are moving just about to move to separate google cloud service account per context. I have written code to migrate all the Loaded cloudfiles to new service account drives as users prefer to keep at least the loaded ones. Unfortunately, Google does not allow setting the id with custom UUID (only through its own generatedids) and this while the migrated cloudfiles are identical the id of the xml survey is different and that of its photos. Thus trying to reload a cloudfile loaded from the previous google service account drive will raise this error. Add a note on this in error. There is no need to reload these old ones anyway.
