Resizable column width for data grids

Entity -> List have fixed width columns and makes them unreadable. Make them resizable.

I changed this to resizable column width and removed most of the hard coded widths in there which should only be there when the data is of known width across all deployed countries in the Pacific. Otherwise, better to leave ui-grid size columns and add support to resizing.
