Create Country Themes for Reports in JasperServer

In a similar fashion as CSS style it would save a lot of time to create per country theme for the reports. Currently all Solomon reports are plain and FSM/RMI I has used manual individual styling. I'll improve this through the use of re-usable theme for easy beautiful styling of reports and one place change for each country styling.
