Change Logo in JasperReports to be based on District Parameter

Some reports come with a district parameters. FSM wants the state logo for their state reports.

    Also style all old reports in fedemis with the new national theme (refer to cover page) and style all reports with District parameter with their respective colors.

    please provide us the logo for all the states so that we can dynamically switch the logo based on the district selected.

    Also, please provide us the latest national theme cover page so that we can update the style of the reports based on the theme.
