OK for FSM / RMI but in general we need to control this according to user's expectation.
Angularjs material has $mdDateLocaleProvider service to handle such things.

Sure, but lowering priority of this and will package this up with next teacher module enhancement work. Or if it is very quick and will not affect discussed time-frame feel free to go ahead and do it.
