Teacher Employment and Registration Status Cleanup

This all needs careful cleanup to avoid adding a complexity to what is a really basic thing.

We have Employment Status and Teacher-Type in the workbook that probably came with FSM terminology. EMIS has lkpTeacherStatus and places where this is potentially used (TeacherIdentity, TeacherSurvey). What is needed is this.

• Both probably should be used but a clear distinction between is needed.
• The term used in the Workbook must match the term used in TeacherIdentity
• Data that has been traditional in specification fields and table should be taken into consideration (what from the workbook is mapped to tRegisterStatus, etc.)
• Further reaching consequence should be carefully thought of (Affected procedures, views, warehouse, etc.)
• They probably both should have their own lkp table but should be clear in the name what data goes in which through additional vocab
• The workbook should pull this data from table in the next version
• May have to either clean all data in workbooks or change data in existing lkp table ?!

In RMI for instance. We will need to consolidate the following somehow. I will discuss with Data and HR people here the best way forward.

@Brian Lewis related to this. I have users asking why they Teacher Role entered in the workbook is not showing under the Survey tab of a teacher profile.

I increased priority of this one as I believe this is related to workbook refinements and the issue #1206.
