This page uses a set of filters to select the values in the charts and tables; in the display, there is no filter on year, so it is aggregating across all years. Selecting a single year will give the values you expect.
Is this still available in the UI? -

So testing in issue548 branch the filter is still there and pops down and works as expected.
Filter is not visible all the time so this has introduced the confusion here i think.
perhaps the best approach is to default the year filter to the most recent available year of data when the page is initialised?

I don’t think having the filter hidden creates confusion. Not having a mandatory particular year set creates confusion I think. The filter could be default open also, but I agree with best approach would be to have a default year, in fact have the year option mandatory.
