For consistency treat read of SchoolAccreditation as read of inspection

SchoolInspectionRead can read a structured accreditation via the ‘polymorphism’ mechanisms. For consistency, eliminate the specific read of accreditation and use the inspection read.

Note these use the _Xml read versions to return a structured object that incorporates the InspXml as an InspectionContent node of the inspection object
