Need to a check to protect against entering the same school accreditation in the system twice [2020:H] [RMI:2021]

In the case where there would be two identical school accreditation in READY state (same school ID and same surveyDate). Either human error or someone purposely creating a second version. We need a way for the system to check this and not let in the second file. Only the first file.

@Brian Lewis looking at the cloud files from RMI this exact situation has happened. Not sure what they have done but there are duplicates of the same school accreditation so this feature would be quite beneficial.

@Brian Lewis I got a branch on remote that addresses this issue. I tested it and it seems to do what I want. Perhaps we can discuss it next call before I merge.
