In Budget entry, allow GNP data only at National level

GNP data is not particularly meaningful - and unlikely to be available - at the sub-national level.

We can however enter govt expenditure and detail education expenditure at the state level.

Availability of reporting data follows from this ie ratio of education spending to GNP is available only at national level,

ratio of ed spending to govt spending can be calculated

• in total (state + national spend)
• for national spending
• for state spending
