Inconsistent panel title and buttons [2020:O]

All panel should be consistent. The + to add an entity should not be showing in the dashboard page. Overall cleanup for consistently across all the web UI is needed.

This is related to #1042 which mostly resolves this issue. Perhaps will just leave it as issue to do a final check on this before resolving.
