Budget education expenditure add another results in error

When trying to add another education expenditure directly after another one (without closing and clicking the + to add new one) it results in the following error.

Changing this to blocker as it directly affect very pressing work on budget data

Handling thee sequential inserts has been an ongoing issue with EditController pattern, when inserting child records in a related table such as this ( or e.g. Teacher Qualifications)

The dialog needs some ways to construct a new record with the parent Id already in place.

The method introduced here is to pass a function providing this promise from the parent list.
