RowColChart does not update chart when empty data is supplied

Brian Lewis repo owner created an issue

If a chart exists, and is refreshed, but the refresh data is empty, ChartRowCol may leave the display unchanged.

If necessary, use a null dataset when incoming data is ‘empty’
