sshd invalid user signature for macOS

On macOS High Sierra, an unknown user is reported as:

error: PAM: unknown user for illegal user mario from 6.6.6.6

rather than the "authentication (error|failure) for illegal user" which is currently detected as SSH_LOGINERR_PAM.
