Installed on TYPO3 9.5.4 with Introduction package. Using the CTRL+S keybinding just opens up the browser's save file dialog in both Google Chrome and in Firefox.

Same here. But this is only for the cursor is within an RTE field. One would need to click another spot in the form or hit the TAB key to avoid the behaviour.
