[TIME-219] Timesheet plugin does not work within all timezones

Issue #219 resolved

JIRA TimeZone feature breaks Timesheet Plugin
We have users located in various timezones across the world, having the timezone plugin is a great benefit to all. We have also been using the "Jira Timesheet Report and Portlet Plugin" which worked seamlessly with Jira V 4.1.2. After the upgrade we have noticed a weird display problem with the Timesheet Gadget available for all dashboards.

When the user exists in timezone "America" or "JIRA Default" the user can use the Timesheet plugin.
When the user configures any other timezone, they can expect the timesheet gadget to display time entries a day behind - when logging time for Wednesday it will display on Tuesday etc.(reseting the timezone fixes the display). All entries in the timesheet calendar will display a day behind.
