Configuration Page

We should present a configuration page in the Dashboard. Right now all it really needs is a text field for the URL of the site to check against. If the site to check is defined in wp-config.php we should show that URL in the text field, but have the field disabled (similar to home and site URLs in the Settings > General page when those are in the wp-config.php file).

But maybe the page should also describe the behavior of the plugin regarding how it checks, by giving an example or two.
